South Korea Unveils Record 2027 Budget with Massive AI and Semiconductor Investments
South Korea’s gross domestic product grew by 1.0 percent in the third quarter of 2026, driven by a surge in semiconductor exports and facility investments, even as equity markets diverged sharply from the broader macroeconomic expansion, according to data released by the Bank of Korea. Lee Jae-myung announced a record government budget for 2027 during a parliamentary address on November 2, featuring a 12.8 percent expenditure increase designed to pour billions into artificial intelligence and domestic industrial megaprojects.
Record Fiscal Expansion and Technology Outlays
The proposed 2027 budget elevates total government spending to 820,9 bln won, representing the largest annual expenditure jump in the nation’s history. Administration plans allocate 21,3 bln won, roughly 15.97 mld US dollars, toward three core megaprojects: a semiconductor manufacturing hub, advanced data centers, and physical AI systems including robotics and autonomous vehicles. An additional 4,6 bln won will fund a state-backed advanced artificial intelligence model. Defense expenditures will climb 8.2 percent to reach 73,3 bln won, or 54.97 mld US dollars, earmarked for nuclear-powered submarines, KF-21 fighter jets, and autonomous military platforms.

President Lee stated in parliament that the fiscal package will secure future national dominance by transforming developmental strategy into broad public growth, declaring that the administration will odważnie zainwestować w AI oraz przyszłe motory wzrostu
and adding that the budget will uczyni Koreę Południową liderem i zapewni jej dominację w przyszłości, przekształcając narodowy rozwój we wzrost dla narodu
. Government officials emphasize that this spending expansion relies not merely on sovereign debt issuance, but on large tax surpluses generated by memory chip giants benefiting from sustained global infrastructure demand. To cushion against economic volatility, the administration established a 162,3 bln won Future Response Fund, financed largely through technology sector tax windfalls to support regional development, education, and youth employment.
Economic Growth Versus Market Contraction
The third-quarter economic expansion exceeded initial expectations by more than three times, extending the nation’s quarterly growth streak to three periods. Trade data shows cumulative exports topping hundreds of billions of US dollars between January and October, keeping the country on track to clear the 1 trillion dollar threshold alongside the United States, China, and Germany. Semiconductor shipments alone accounted for roughly 49 percent of October’s massive export total.
Despite the macroeconomic momentum, the benchmark KOSPI index fell roughly 8.5 percent over the third quarter. Goldman Sachs lowered its KOSPI target to 9000 from 12000, pointing to market pricing that anticipates a 65 percent drop in memory chip sector earnings for 2027. While private consumption contracted 0.2 percent and the Bank of Korea maintained its base interest rate at 3.00 percent, manufacturing investments and equipment purchases climbed to sustain the export-led expansion.
Semiconductor Exports Drive GDP Growth
Real GDP grew 3.4 percent year over year, following a 3.7 percent expansion in the second quarter. Deliveries of semiconductors, machinery, and electrical equipment lifted overall exports by 2.3 percent, while fixed capital formation rose 4.1 percent as companies acquired additional machinery and toolsets for semiconductor fabrication. Samsung Electronics and SK Hynix, which account for approximately half of the index weighting, drove both the export surge and the stock sell-off, alongside private semiconductor infrastructure initiatives including an 800 bln won private development program on the nation’s southwestern coast. Meanwhile, the Ministry of Trade noted that total exports could cross the 1 trillion dollar milestone as early as November, and Lee Jae-myung also stated that korzyści ze wzrostu gospodarczego są rozłożone nierównomiernie
.
