Pretoria Seeks $18.5m in Repatriation Debt

South Africa’s Department of Home Affairs is moving to recover approximately 300m rand—roughly $18.5m—spent on the repatriation of foreign nationals.

Nigeria has formally denied the claim, while Ghana has rejected any legal or financial liability for the costs. These nations are among those targeted by South Africa’s request, alongside Malawi and Ethiopia, according to reporting from IOL.

A Fractured Diplomatic Landscape

The Ghanaian Ministry of Foreign Affairs has distanced itself from the financial demands. Instead, the ministry announced it is coordinating voluntary departures for its citizens residing in South Africa, framing the effort as a commitment to the safety of those returning home.

As anti-immigrant sentiment and protests rise, countries including Kenya, Zimbabwe, and Ethiopia have joined the effort to evacuate their citizens from South African soil, according to the bbc.com.

The Five-Point Enforcement Surge

The reimbursement demand is a pillar of the government’s “Five-Point plan” for migration management. Nkhensani Mmamoloko Kubayi, chairperson of the Inter-Ministerial Committee (IMC) on Migration, confirmed that authorities deported 68,138 foreign nationals between June 14 and July 24, according to the bbc.com.

The crackdown extends beyond borders and into the labor market. Authorities have registered 354 cases of arrests and prosecutions against individuals and businesses accused of violating immigration laws. In Jeffrey Bay, a late July operation saw the arrest of 69 people, all scheduled for a July 27 court appearance, according to the bbc.com.

Unauthorized Raids and Impersonation Risks

The state is also battling domestic disorder linked to its enforcement policies. The IMC has issued warnings against private groups conducting “door-to-door” searches for documentation, labeling the practice illegal, according to the bbc.com.

Criminal elements have exploited the climate, with individuals impersonating Home Affairs officials to target businesses and migrants for extortion. Police have arrested seven people so far for participating in these unauthorized operations, according to the bbc.com.

Court Backlogs and Social Instability

The human cost of these policies is sparking debate. Researchers cited by ewn.co.za suggest that the mass deportation strategy has deepened South Africa’s socio-economic instability.

Despite the pushback, the legal machinery continues to churn. Immigration courts have finalized 28,736 immigration related cases since the beginning of April, according to the bbc.com. Pretoria insists it will continue enforcement through official channels, though the $18.5m bill remains an unresolved point of contention.
