Singapore’s Nuclear Energy Readiness Under IAEA Review Starting 2027: Key Insights

Singapore will host a team of international experts from the International Atomic Energy Agency (IAEA) in 2027 to conduct a comprehensive review of the country’s nuclear infrastructure. The assessment, formally titled an Integrated Nuclear Infrastructure Review (INIR), is designed to evaluate Singapore’s readiness to make an informed decision regarding the potential deployment of nuclear energy. The Energy Market Authority (EMA) confirmed that the invitation for this mission follows a period of internal study regarding the viability of advanced nuclear technologies, such as Small Modular Reactors (SMRs). The government has emphasized that the review is a prerequisite for understanding the technical, safety, and regulatory requirements necessary to integrate nuclear power into the nation’s energy mix. Prime Minister Lawrence Wong indicated that the engagement with the UN atomic watchdog is intended to provide an objective, science-based analysis of the domestic landscape. By utilizing the IAEA’s standardized framework, officials aim to identify gaps in existing institutional capacity and determine if the necessary safeguards and legislative frameworks can be established to meet international standards. For Singapore, a city-state with limited land and a high reliance on imported energy, the exploration of nuclear power represents a long-term strategic consideration. The EMA noted that the 2027 review will specifically focus on the country’s ability to manage the complexities of nuclear operations, including public safety, waste management, and the security of nuclear material. Industry experts have pointed to the evolving nature of nuclear technology, noting that newer, smaller reactor designs may offer enhanced safety profiles compared to traditional, large-scale plants. However, the government has maintained that no decision on the adoption of nuclear energy has been reached. The upcoming IAEA mission is intended to serve as a foundational step in the decision-making process, ensuring that any future policy direction is informed by rigorous, independent scrutiny. The 2027 assessment will conclude with a report from the IAEA, which will outline findings and recommendations for the Singaporean government to consider as it continues to evaluate its long-term energy security options.
