Quebec’s SEPAQ Workers Authorize Unlimited General Strike

Labor unrest is brewing in Quebec as unionized employees of the Société des établissements de plein air du Québec (SEPAQ) have issued an unlimited general strike mandate. This action underscores the urgency of ongoing negotiations for the renewal of their collective agreement, which expired Dec. 31, 2023.

Key Issues at the Bargaining Table

Several critical points are under discussion between SEPAQ and the Syndicat de la fonction publique et parapublique du Québec (SFPQ), representing approximately 2,500 workers. These include:

  • Equity in treatment
  • Management adaptability
  • Staff mobility
  • Remuneration

The Vote and Union Response

SFPQ members voted overwhelmingly, with 88.8% in favor of taking strong action, including an unlimited general strike if deemed necessary. The union views this as a powerful message to SEPAQ management.

This massive vote in favor of the strike is a clear message: the salary increases offered at the negotiation table are unacceptable, they barely cover the increase in the cost of living. The average salary of our members is between $16 and $17/hour, while the minimum wage which will be in force in Quebec next May will be $16.10/hour.
Michel Girard,Vice-President,SFPQ

Girard’s statement highlights the core issue of wage stagnation relative to the rising cost of living and the impending minimum wage increase in Quebec.

Union’s Outlook on Negotiations

Christian Daigle, President General of the SFPQ, expressed hope for a swift resolution to the negotiations. He emphasized the dedication of SEPAQ workers and their reluctance to disrupt services.

Our members are enthusiasts who do not want fishing, hunting, camping and outdoor activities of Quebecers and Quebecers fall into the water, but their financial precariousness is at stake.
Christian Daigle, President General, SFPQ

Daigle’s remarks underscore the delicate balance between the workers’ financial needs and their commitment to providing recreational opportunities for the public.

SEPAQ Establishments Affected

The negotiations and potential strike action involve a wide range of SEPAQ establishments across Quebec:

  • National Parks
  • Wildlife Reserves
  • The Montmorency Manor
  • Fall-Montmorency Park
  • SEPAQ Head Office
  • Campsites
  • Tourist Centers
  • The GĂ®te du Mont-Albert
  • The Chic-Chocs Mountain inn
  • The Auberge de Port-menier
  • The Quebec Aquarium

Looking Ahead

The coming weeks will be crucial as both sides work to find common ground and avert a potential disruption to Quebec’s outdoor and recreational services. The SFPQ has expressed its desire to arrive at a regulation in the coming weeks.
