While Brooks Koepka returned to the PGA Tour earlier in the year under strict financial and competitive stipulations—including a penalty value estimated at US$50 million and upward, a US$5 million charity contribution, and exclusion from US$20 million signature events without traditional qualification—subsequent offers to other marquee names faced a rapidly closing window. The PGA Tour extended identical terms to Rahm, DeChambeau, and Cameron Smith, providing a strict two-week deadline to decide.

Reflecting on the stalled negotiations, McIlroy noted that top players had their chances to return at the start of the year and whatever offer likely would not be as good as it was for Koepka.
