São Paulo Law Allows Pet Burial in Family Graves

São Paulo, Brazil – A new law recognizing the emotional bonds between people and their pets took effect this week, allowing for the burial of dogs and cats in family plots within the state’s cemeteries. Governor Tarcísio de Freitas signed the legislation, dubbed the “Bob Coveiro Law,” on Tuesday, formalizing a practice that had previously been permitted only in exceptional circumstances.

The law, approved by the São Paulo State Legislative Assembly in December, establishes a framework for pet burials while mandating adherence to existing sanitary and environmental regulations set by individual municipalities. Private cemeteries are also granted the authority to establish their own specific rules regarding pet interment, according to the text of the law. The financial responsibility for the burial will fall entirely on the plot owner.

The legislation is directly inspired by the story of Bob, a dog who lived for ten years in the Taboão da Serra cemetery after the death of his owner. Bob became a beloved figure at the cemetery, accompanying funeral processions and offering comfort to grieving families. After being struck by a vehicle in 2021, Bob was ultimately buried alongside his owner, sparking public discussion and the push for legislative change.

Representative Eduardo Nóbrega, the author of the bill, stated that the law aims to provide a more accessible option for pet owners grieving the loss of a companion, particularly in light of the often-prohibitive costs associated with animal cremation. “Anyone who has lost a pet knows: it’s not just an animal. It’s a family. And this law recognizes this bond, bringing more respect at the moment of farewell,” Nóbrega said in a social media post. He further noted that the law addresses a situation where families, unable to afford cremation, sometimes resorted to burying their pets in unsuitable locations.

The animal protection charity Patre, which spearheaded a fundraising campaign for a statue honoring Bob, described the dog as having “won the hearts of everyone who met him.” The organization recalled how Bob would often attempt to play with mourners, offering a moment of levity during times of sadness.

While the law establishes a legal pathway for pet burials, the specific implementation and regulations will vary across São Paulo’s municipalities. The state government has indicated that further guidance will be provided to local authorities to ensure consistent application of the new rules. As of Friday, no official timeline has been released regarding the development of these municipal regulations.
