The Housing Authority of the City of San Diego holds its session today to review agency initiatives and examine the fiscal health of its loan portfolio. The meeting, held in the Council Chambers, serves as a formal venue for the San Diego Housing Commission to present its quarterly status report on agency lending activities, including loan forgiveness and default data for the fourth quarter of Fiscal Year 2026.

Fiscal Year 2026 Loan Portfolio Status

The agenda centers on item HAR26-011, which details the status of the San Diego Housing Commission (SDHC) loan portfolio. Under Lending Authority Policy No. 600.101, the agency is required to produce quarterly reports that track the lifecycle of its financial commitments. The report provided for today’s session includes a comprehensive summary of the fourth quarter, covering loans and grants funded, loans paid in full, and those designated as written off or forgiven. The data provides a window into the agency’s risk management and the performance of its outstanding debt obligations as the fiscal year concludes.

City Provides Translation Services for Public Comment

City officials have emphasized that public participation is a priority for the session. To facilitate inclusion, the City Clerk’s office is providing expedited translation services for residents who wish to offer public comment. Individuals requiring assistance in languages other than English may contact the City Clerk at (619) 533-4000 or via email at cityclerk@sandiego.gov. The city has committed to processing these requests swiftly to ensure that non-English speakers can contribute to the public record.

Guidelines for Testimony and Comment

The Housing Authority has established specific protocols for both in-person and virtual speakers to ensure the meeting remains orderly. Members of the public are limited to one comment per agenda item. For those attending in person, speaker slips must be submitted to the City Clerk on the day of the meeting, prior to the conclusion of in-person testimony. Virtual participants must raise their digital hands within the meeting platform before the virtual queue closes, which occurs either when the last speaker finishes or five minutes after in-person testimony ends.

The Council President retains the authority to manage the flow of the meeting, including the ability to limit organized group presentations to 10 minutes or less. For non-agenda items, each speaker is strictly limited to two minutes. If eight or more individuals wish to speak on a single non-agenda issue, the total time allotted for that topic is capped at 16 minutes. Speakers are prohibited from yielding their time to others.

Submission of Written and Visual Materials

The agency has implemented strict deadlines for the submission of supporting materials to maintain meeting efficiency. Audio or visual media must be sent to the City Clerk 24 hours before the session. The use of USB drives or other peripheral devices at the podium is prohibited. Residents wishing to submit written comments may do so via a webform, provided the submission is received by 8:00 a.m. on the day of the meeting. Comments submitted via the webform are limited to 500 words. For those preferring traditional mail, documents must be received by the City Clerk at 202 C Street, MS2A, San Diego, CA 92101, no later than one business day prior to the meeting to ensure distribution to the City Council.
