Belfast Bar Manager accused of Horrific Fantasies Granted Bail with Strict Conditions

BELFAST,⁣ Northern Ireland -‍ Robert Parke,‌ a Belfast ⁣bar manager ‌accused of fantasizing ⁢about raping and decapitating children, has been ⁢granted bail by Mr. Justice McLaughlin‌ at⁤ the High Court in Belfast.⁢ The decision, delivered Wednesday, September 10, comes despite concerns raised by police and the Public Prosecution Service (PPS) regarding the risk he poses.

The ‍case has ignited debate over balancing‌ public safety⁢ with the presumption‌ of ⁣innocence, particularly given‍ the disturbing nature of the alleged⁢ offenses. Parke’s ‌release ⁢is contingent ⁤upon a⁢ stringent set of conditions ‌designed to mitigate potential risks, including a curfew at his home, prohibitions against loitering near ‍child-centered⁤ facilities, and a complete ban on unsupervised contact ⁣with children. The‍ judge persistent that the identified risks could be managed through these measures.

Parke had been on police bail⁤ for‌ a year ‌prior to being formally‌ charged, during which time he adhered to all conditions⁣ and did‍ not re-offend, his barrister highlighted.During questioning, Parke reportedly made partial⁣ admissions.Mr. Justice McLaughlin acknowledged the police and PPS’s concerns about a potential risk and danger posed by Parke, but stated the central⁣ question was “whether those risks can⁣ be managed on‍ bail.”

The bail conditions also stipulate ⁤that ⁢Parke is‍ prohibited from ‌possessing any device with internet access.⁣ While he‌ is permitted to have a mobile phone, it must lack internet capability and ⁤be ‍registered⁢ with police, ⁣who will have full access to examine its contents – with deletion of data forbidden.
