Key Responsibilities: A Two-Phased Approach

The Senior Consultant’s role is structured into two distinct phases:

Phase 1: Data Collection & Analysis

• Design and oversee the review process of ECW’s current hosting structure.
• Conduct interviews with 40–50 stakeholders from various sectors to gather diverse perspectives on ECW’s effectiveness, challenges, and opportunities.
• Develop clear hosting criteria to assess potential future hosting models based on factors such as cost, capacity, independence, branding, continuity, and versatility.

Phase 2: Comparative Analysis & Recommendations

• Conduct an in-depth comparison of shortlisted hosting options against established criteria.
• Prepare a extensive set of recommendations for ECW’s future hosting arrangements,addressing both short-term needs and long-term goals.
• Deliver two formal reports and presentations, including an actionable implementation roadmap for the Executive Committee and the High-Level Steering Group.

The consultant’s work will directly influence ECW’s strategy and its capacity to deliver transformative education in emergencies.

Ideal Candidate: Expertise and Experiance

The ideal candidate should possess a wealth of experience and expertise:

• At least 20 years of experience in organizational reform, evaluations, and strategic analysis within humanitarian contexts.
• Deep understanding of the UN system and multilateral organizations, especially in relation to trust funds.
• Proven track record of providing high-level strategic advice and leading reform processes.
• Strong analytical skills to assess organizational structures and compare different options.
• Exceptional stakeholder management and communication skills.
• Ability to exercise sound judgment and maintain independence in delivering objective recommendations.
