Prague, Czech Republic – A important overhaul of state social assistance benefits is set to take effect in October, potentially altering the financial landscape for many households across the nation. The changes aim to streamline the request process and adjust support levels based on income and household composition.
Under the new system, existing contributions and surcharges for housing, living allowances, and children’s allowances are expected to be consolidated into a single, new state social assistance payment, often referred to as a “superdávka.” This unified approach will require individuals to submit one application, wiht a broader range of factors being considered in the assessment of eligibility and benefit amounts.
the modifications introduce a tiered support structure,with varying levels of assistance for households earning up to 1.43 times the subsistence minimum and those exceeding this threshold. Normatives for eligible costs are being adjusted, with higher-income households expected to contribute a greater proportion towards their expenses. Additionally, the rules are being tightened for self-employed individuals with higher incomes who are registered under the flat-rate tax regime.
For what are termed “ordinary” households, these changes are anticipated to result in a substantial reduction in housing support. Conversely,”vulnerable” households may see an increase in their housing-related assistance.
The Ministry of Labor and Social Affairs initially estimated the budgetary impact of the new “superdávka” at approximately CZK 2.5 billion, following an earlier proposed increase of around CZK 7.4 billion. Though,the precise financial implications following parliamentary amendments remain uncertain.
The new benefit will be structured into four components: allowances for living expenses, housing support, a child bonus, and a bonus for employment or job seeking. The final amount granted will be persistent by an individual’s income and their level of work activity.
