Philadelphia Secures $804,936 Grant for Shawmont and Minerva Junction
Philadelphia secured $804,936 in Multimodal Transportation Fund grant funding to overhaul and enhance safety at the intersection of Shawmont Avenue and Minerva Street in Roxborough, changing travel conditions for local residents and cyclists. The project addresses long-standing safety risks caused by high-speed motor vehicle traffic along Minerva Street.
Securing Multimodal Transportation Fund Grant Funding
The City of Philadelphia received $804,936 in grant money specifically earmarked to redesign the dangerous junction. Planners intend to create a controlled three-way stop while updating roadway striping to define clear, dedicated bicycle lanes for all road users.
Addressing Cyclist Conflict Points Near the Schuylkill River Trail
Shawmont Avenue serves as a crucial connector for Upper Roxborough residents trying to reach the Schuylkill River Trail. Road cyclists frequently use Minerva and Umbria Streets to bypass the rough, gravel surface of the Manayunk Canal Towpath. Fast-moving motor vehicle traffic along Minerva Street has historically triggered direct conflicts and serious safety hazards for these cyclists.
Advocating for Interventions Since 2013
The Bicycle Coalition of Greater Philadelphia has pushed for safety interventions on Shawmont Avenue. That advocacy began when the Shawmont section of the Schuylkill River Trail officially opened in 2013.

Philadelphia Plans Neighborhood Improvements Through 2027
Project documentation published by the City of Philadelphia outlines a multi-year schedule for the neighborhood improvements. Initial planning and design work is scheduled for 2025 and 2026. Construction across the designated zones is scheduled to span 2026 and 2027, with full project completion anticipated by 2027.
Planning Future Safety Enhancements at Nixon Street
The current overhaul at Minerva Street represents only part of the city’s broader traffic calming strategy for the corridor. Municipal planners have laid out future safety enhancements for the Shawmont Avenue and Nixon Street trail crossing. At that intersection, the city plans to install a Neighborhood Traffic Calming Circle alongside improved ADA ramps and sidewalk upgrades, though additional funding remains necessary to fully execute that subsequent phase of the project.
