Philadelphia police have identified 22-year-old Zymire Hughes as the suspect accused of terrorizing at least 15 to 16 pedestrians near City Hall while wearing a “Chucky-style” doll mask. Authorities issued an arrest warrant for Hughes, who is currently at large and believed to have ties to California and Nevada.

During a morning incident at approximately 5:30 a.m., a victim fleeing the suspect suffered injuries after stumbling.
