Pharmacy groups give data to MPs ahead of PLFSS 2027 Senate debate
French pharmacy groups Giphar, Giropharm, Wellcoop, and Totum Pharmaciens delivered data to parliamentarians, revealing they perform more preventative healthcare acts than the broader official network, as the French Senate prepares to debate a health security financing bill.
The Data Presented to Parliament
The four pharmaceutical groupings operate within the pharmacy college of the Federation of Cooperative and Associated Commerce (FCA). According to calculations conducted by a trusted third party, these 2,500 member pharmacies execute an average of 51 percent more pharmaceutical prevention, screening, and vaccination prescription acts than the entire official officinal network.
The analysis also covers financial redistribution and geographic footprint. Across the 2025 financial exercises, 99.94 percent of the net results generated by these structures were redistributed directly to the pharmacies to enhance patient care quality. In terms of territorial presence, the grouping reports experiencing twice as few closures of small pharmacies compared to the national average. This resilience occurs despite 15 percent of their network comprising pharmacies generating under 1.75 million euros in revenue, two percentage points higher than the 13 percent average found across the total network.
Origins of the Fiscal Dispute
These figures emerged as a direct response to scrutiny from public authorities. A joint report on the pharmaceutical distribution chain, issued by the General Inspectorate of Social Affairs (Igas) and the General Inspectorate of Finance (IGF), previously questioned the operational role of pharmacy groupings and the transparency of their financial accounts.
The FCA pharmacy college addressed this skepticism by submitting a multi-page argument to lawmakers. The document states that the groupings do not seek recognition based on mere declarations of intent. Instead, they propose a status backed by strict legal criteria, transparent financial data, and measurable territorial and health outcomes.
Legislative Timeline in the Senate
The debate surrounds Article 10 of the Social Security Financing Bill (PLFSS) for 2027, which initially proposed a specific tax targeting pharmacy groupings. National Assembly deputies voted to suppress the contentious article on October 23, 2026. The legislative text now moves to the Senate, where discussions are scheduled to resume on November 9, 2026.
