Germany Reinstates Mandatory Military or Social Service
berlin - December 5, 2025 – In a landmark decision, the German Bundestag voted today to reintroduce a form of mandatory national service for citizens, encompassing both military and civilian options. The new law, approved via roll-call vote, aims to bolster Germany’s defense capabilities and address projected personnel shortages within the Bundeswehr, the country’s armed forces. The legislation is slated to take effect on January 1, 2026, and will initially apply to individuals born in 2008 or later.
This marks a notable shift in German defense policy, reversing a suspension of mandatory conscription that began in 2011. The law’s scope is defined by the commencement of military service, with the rationale outlined in supporting documentation stating the regulations will not retroactively apply to birth cohorts not previously covered by the 2011 Defense Law Amendment Act, except in situations of heightened tension or national defense. Individuals will retain the right to refuse military service, opting instead for alternative civilian service roles.
The legislation now proceeds to the Federal Council for review before becoming fully enacted. The move comes amid growing geopolitical concerns and a recognized need to strengthen Germany’s preparedness in a rapidly changing security landscape.
