Ombuds Probe Finds CT DOC Doctor Compromised Care and Credentials

Ombuds Probe Finds CT DOC Doctor Compromised Care and Credentials

October 15, 2026 Dr. Michael Lee – Health Editor Health

A Connecticut Department of Correction doctor repeatedly engaged in behavior that compromised patient care and lacked documented compliance with state qualification requirements, according to an investigation released on Wednesday by the Correction Ombuds’ office. Department of Correction spokesperson Andrius Benevicius confirmed that Francesco Lupis has been suspended with pay pending further evaluation, based on Office of the State Comptroller data indicating he held an anticipated annual pay rate of approximately $260,000 for 2026.

The findings from the ombuds office, detailed in a report published on Wednesday, October 14, 2026, state that the agency failed to adequately carry out and follow up on internal investigations regarding Lupis since his hiring in 2020. Over his six years with the Department of Correction, Lupis was named as a defendant in 27 federal lawsuits filed in U.S. District Court in Connecticut by individuals who had resided in Department of Correction facilities, with allegations covering delayed specialty care, medication management, and medical accommodations. One of those federal cases resulted in a $50,000 settlement.

  • A Connecticut Department of Correction investigation report released Wednesday found that physician Francesco Lupis compromised patient care and lacked required board certification documentation.
  • Lupis was named as a defendant in 27 federal lawsuits alleging delayed specialty care and medication issues, resulting in one $50,000 settlement over a six-year tenure.
  • State correction officials placed Lupis on paid administrative leave following the ombuds office findings while reviewing internal oversight mechanisms.

Investigation Findings on Credentials and Patient Care

The ombuds office report concluded that Department of Correction officials could not provide any documentation to show that Lupis was in compliance with state-required qualifications for the role. Lupis was not board certified at the time of the findings. While Department of Correction policy does not mandate board certification upon hire, physicians must obtain it within five years. Because Lupis was hired in 2020, that window applied.

Doctors who do not obtain board certification can fulfill state requirements by successfully completing an established agency competency program. However, the report stated that the department did not have documentation of Lupis completing that program, leaving compliance with staff physician qualification requirements unresolved.

The review also highlighted troubling conduct directed at peers and individuals receiving care, which involved accusations that Lupis raised his voice at patients, ignored past medical records, and improperly halted or cut down prescriptions. Correction Ombuds DeVaughn Ward stated in an interview that the findings raise questions about whether the agency is meeting its obligation to provide care at the community level standard, noting that someone with such a background would likely experience difficulty finding employment in a community healthcare setting.

Lupis Faced Disciplinary Actions in Massachusetts and Florida

Lupis’s professional history before his 2020 hiring by the Connecticut Department of Correction included disciplinary actions in other states. Massachusetts denied Lupis a medical license in 2013, citing his prior professional conduct. According to the document, Florida permitted him to surrender his credential in 2017 on the condition that he never again seek medical licensure within that jurisdiction.

The ombuds report also highlighted an incident from Lupis’s personal life in November 2022, when he was arrested for yelling and cursing at his son and retrieving an axe to threaten him. The Department of Correction investigated the incident, and Lupis received formal counseling in February 2023.

Correction Department Delayed Investigations into Lupis Conduct

The ombuds report noted that the Department of Correction launched six internal investigations related to complaints about Lupis’s conduct, but some suffered significant delays. The agency was also unable to provide records establishing that recommended corrective measures were actually taken.

Department spokesperson Andrius Benevicius stated that the agency takes its responsibility to provide quality healthcare seriously and will continue to review policies, practices, and oversight mechanisms. Ward credited the department for taking the substance of the report seriously and taking immediate action by placing Lupis on leave.

The findings arrive amid broader scrutiny of medical conditions inside Connecticut correctional facilities. A March 2026 report catalogued systemic deficiencies in access to medical and mental healthcare, particularly concerning outpatient specialty services, continuing a pattern of concerns regarding patient safety and institutional oversight.
