The controversy ignited when Mayor Mamdani published a statement on X addressing the death of a person in city custody following a court appearance in Queens. According to the mayor’s official post, Department of Correction staff performed CPR before emergency medical services transported the individual to a local hospital, where he was pronounced dead.

The inmate was identified in reports as Luis Alberto Lopez Castillo. Prosecutors previously charged Castillo with murder, manslaughter, and robbery in connection with the fatal ambush of Ron Marte, a 26-year-old autistic man, in the Bronx’s Starlight Park as Marte walked home from work. Court documents allege that Castillo and an accomplice, Axel Martinez, confronted Marte, with Martinez firing a shot into the victim’s chest while Castillo took his cellphone.

Social media users quickly condemned the mayoral post for omitting the nature of the charges against Castillo. Critics argued that municipal leadership should prioritize publicly acknowledging victims of violent crime over suspects awaiting trial. A Pattern of Scrutiny Over Jail Deaths and Criminal Justice Policies

This incident marks the second time in recent months that Mamdani has faced intense political blowback for publicly acknowledging the death of an incarcerated individual facing severe violent charges.

The mayor’s office has noted that standard practice requires the Department of Correction and its oversight partners to investigate every fatality. At the same time, Mamdani has championed comprehensive reforms aimed at improving safety and living conditions across city detention facilities. These measures include ending 12-hour shifts for correctional staff, altering housing assignments to separate individuals of different ages, and strengthening compliance under the federal Nunez monitoring agreement.

Administration officials have also begun transferring unused Rikers facilities out of the Department of Correction’s control and opened a 104-bed therapeutic housing unit at Bellevue Hospital to deliver specialized medical care to incarcerated populations. Under a legal mandate dating back to 2019, New York City is committed to closing Rikers Island entirely and replacing it with four smaller, borough-based correctional facilities—a timeline Mamdani has pledged to accelerate.

Opponents of the closure plan maintain that reducing the city’s jail capacity complicates local law enforcement efforts and weakens public safety infrastructure.

The administration has not yet announced any changes to its communication protocols regarding deaths within the city custody system, even as critics demand a renewed focus on supporting victims of violent crime.
