North Korea Breached South Korean Lines in Simulation: Business AM
North Korean troops breached South Korean defense lines and reached the outskirts of Seoul during a recent military simulation, exposing critical vulnerabilities in conventional warfare readiness, Business AM reported.
Simulation Breakthrough Exposes Seoul Vulnerabilities
The joint US-South Korean military simulation evaluated a conventional warfare scenario without the use of nuclear weapons. According to reporting in the Chosun Ilbo cited by Business AM, North Korean forces successfully bypassed defensive perimeters to penetrate the outskirts of the capital. Military insiders suggest the failure stems from developing tactical capabilities in the North or shortcomings within the joint command structure.
A primary obstacle identified in the assessment is South Korea’s reliance on American reconnaissance assets to track mobile launchers. That dependence directly undermines the effectiveness of Seoul’s preemptive strike strategy, known as the Kill Chain.
Wartime Command Transfer Stalls Amid Defense Disagreements
The simulation results have intensified domestic political debate regarding the transfer of wartime operational control from the United States to Seoul. President Lee Jae-myung’s administration aims to complete the transfer during its current term. However, General Xavier Brunson of the US Forces Korea indicated that changing security dynamics, including ongoing North Korean missile activities, necessitate new preparedness standards.

Meanwhile, South Korean Minister of Defense Kang Shin-chul maintained that primary criteria for the transfer remain unchanged. Assessments of those strategic goals continue to diverge sharply between allies.
Border Tensions Rise as Military Exercises Scale Back
Physical tensions along the border have escalated concurrently with reduced joint drills. The Ulchi Freedom Shield exercise was shortened in duration, and a planned counter-offensive phase was completely canceled following Pentagon directives to scale back maneuvers. In late October, observers noted a North Korean 122 mm self-propelled houwitser deployed in an open field in North Hwanghae province, aimed southward and accompanied by troops conducting exercises and anti-US propaganda slogans.
Those developments follow a September incident in the demilitarized zone where three South Korean officers sustained injuries from landmines. The United Nations Command and South Korea’s Joint Chiefs of Staff determined that North Korea intentionally planted the devices in violation of the armistice, an allegation Pyongyang dismissed as fabrication.
Political Division Over Psychological Warfare Tactics
Following threats from Kim Yo Jong regarding the resumption of cross-border propaganda broadcasts, Seoul stated it would take proportional measures without issuing a definitive decision. The current administration dismantled its own loudspeaker systems in June 2025 after questioning their utility.
The opposition People Power Party condemned that decision as submissive and conciliatory, demanding an immediate resumption of broadcasts and an assertievere military posture reminiscent of the government response following the 2015 landmine attacks. While the ruling Democratic Party also condemns Pyongyang’s provocations, it continues to advocate for a moderate approach.
