North Carolina Midterm Results: Constitutional Amendments Pass

November 4, 2026 Emma Walker – News Editor News

North Carolina voters decided three constitutional amendments alongside county tax and school bond referendums in the November 2026 midterm elections, wect.com reported, while Georgia voters weighed separate statewide ballot measures on property taxes, judicial elections, and emergency communications funding.

North Carolina Voters Approve Three Constitutional Amendments

Every voter across North Carolina decided whether to support three proposed amendments to the state’s constitution, which required a simple majority of 50 percent plus one vote to pass. Wect.com reported that all three statewide amendments passed.

The first approved measure institutes an income tax cap, keeping the state income tax rate from being raised higher than 3.5 percent. The second property tax amendment requires limits on property tax increases by local governments, although the General Assembly has not finalized the specific limit. The third photo ID amendment requires all voters, not just those voting in person, to present photo identification before casting a ballot.

Voters Approve Multi-Million Dollar School Bonds

Voters in two area counties decided on multi-million dollar school bond referendums. In New Hanover County, voters approved a $325 million school bond referendum to build several new schools and make security upgrades across existing campuses. In Brunswick County, voters approved a nearly $350 million school bond package to build a new high school and elementary school, alongside safety, land, and facility upgrades at other campuses.

Sales and use tax referendums appeared on ballots in Bladen and Columbus counties. Both questions asked voters if they approved adding a one-quarter percent (0.25%) tax onto existing local and state sales and use taxes.

The Bladen County sales tax measure failed. That measure would have designated proceeds to plan, build, equip, and pay off debt for a multipurpose sports and events complex. Conversely, the Columbus County sales tax measure passed, with proceeds split evenly between public schools and emergency services and public recreation.

Columbus County also decided on local alcohol sales. Voters approved measures allowing the on-premises and off-premises sale of unfortified wine and malt beverages. They also authorized mixed beverage sales in hotels, restaurants, private clubs, community theaters, and convention centers.

Georgia Citizens Decide Statewide Constitutional Amendments

In Georgia, citizens watched midterm returns as election workers finalized vote counts on three statewide constitutional amendments. These measures addressed property taxes, judicial elections, and emergency communications funding.

Amendment 1, introduced as House Resolution 32, asked voters if the state should double the maximum acreage allowable under the conservation use property tax covenant. This change provides tax relief for expanding family farmland across Georgia. Amendment 2, brought forward as House Resolution 251, proposed requiring all local probate court judges to be elected in nonpartisan races, which would remove political party labels from candidate listings on local ballots statewide. Amendment 3, listed as House Resolution 1243, sought authorization to create a dedicated, nonlapsing state treasury fund operating exclusively for Next Generation 911 emergency communications systems, according to state records.
