NHS Birth Centre Closures Deny Women Right to Choose Midwife-Led Care

November 8, 2026 Dr. Michael Lee – Health Editor Health

Midwife-Led Unit Closures Deny Mothers Care Choice

Twelve midwife-led maternity units have closed across England since 2019, restricting choices for pregnant women who want to bypass doctor-run hospital wards.

Key Clinical Takeaways:

  • Six birth centres have closed permanently since July 2024, located in Rossendale, Edgware, Melton Mowbray, Stafford, Lichfield, and Pontefract.
  • Staff shortages, falling birthrates, and a rise in complex births and caesarean sections drive the nationwide reductions in midwife-led care.
  • Health Secretary Yvette Cooper plans to publish a maternity and neonatal care action plan before Christmas.

Permanent Shutdowns and Indefinite Suspensions Across England

The reduction in maternity options includes both permanent facility closures and prolonged suspensions of local services. Six units have shuttered permanently since Labour took power in July 2024. Four additional facilities remain closed under temporary designations that have lasted up to six years, leaving patient advocacy groups doubtful they will ever reopen. Meanwhile, structural decay forced two other birth centres to shut down until entirely new hospital facilities can be constructed.

Home birth services face similar instability. NHS bodies across England and Wales have suspended home birth provisions for stretches lasting up to 14 months. Hazel Williams, the chief executive of Birthrights, described the trend as a shocking restriction on personal autonomy. These are not luxury options or nice-to-haves, she stated, emphasizing that access involves basic rights regarding bodily autonomy during childbirth.

NHS Trusts Keep Regional Birth Centres Closed

The Huddersfield birth centre in Yorkshire shut in November 2020 as a short-term pandemic precaution, yet six years later, it remains dark. A spokesperson for the Calderdale and Huddersfield NHS trust stated that no decision has been made to reopen the service, citing ongoing challenges with workforce sustainability and clinical safety assessments.

In Salford, the Ingleside birth centre has stayed closed since January 2022 despite opening only four years prior. Sussex Weald MP Nusrat Ghani criticized the Maidstone and Tunbridge Wells NHS trust for breaking numerous promises regarding the Crowborough birth centre, where midwife-led births halted in October 2025. Ghani noted that local mothers now face avoidable complications while traveling for up to 90 minutes to reach distant delivery rooms.

Workforce Strains and the Outlook for Maternity Services

NHS trusts point to severe, system-wide shortages of midwives and rising clinical complexities as the primary drivers behind the reductions. Tope Medupin, acting chief executive of the National Childbirth Trust, warned that longer journeys and higher costs cannot simply become the new normal for families. Hannah Leonard, chief policy officer and deputy chief midwife at the Royal College of Midwives, added that restricted access risks driving patients toward private midwifery support or unassisted home births.

Health Secretary Yvette Cooper prepares to release an action plan targeting standards in maternity and neonatal care before Christmas. While the Department of Health and Social Care did not address the closures directly, a spokesperson noted that the NHS has added over 600 midwives over the past year.
