New York Woman Charged in ISIS-Inspired Plot to Bomb State Capitol
Jessica Bowie, a 35-year-old resident of Albany, New York, was arrested and charged in federal court on August 19, 2024, for allegedly planning to detonate an explosive device at the New York State Capitol building. According to the United States Department of Justice, Bowie swore allegiance to ISIS and coordinated with undercover FBI informants to acquire bomb-making materials and a firearm before federal agents apprehended her in an undercover sting operation.
Federal Investigation and Undercover Sting Operation
The FBI National Security Branch, alongside the Albany Field Office, began tracking online accounts linked to Bowie starting around May 2024, according to a criminal complaint filed in federal court. Investigators discovered anti-American messages and expressions of support for terrorism, including praise for the September 11 attacks. By mid-July, federal authorities identified that Bowie intended to target the New York State Capitol.
An FBI confidential source posing as an ISIS facilitator made contact with Bowie in July. Court documents detail that Bowie conducted reconnaissance visits to the Capitol grounds multiple times, taking photographs to determine optimal placement for an explosive device. On August 5, Bowie met with two additional FBI confidential sources. During that recorded meeting, she stated an intention to time the attack to maximize casualties among state senators while they were in session, aiming to destroy as much of the building as possible before fleeing the country.

Following the August meeting, Bowie went to a Home Depot store using $200 provided by an informant to purchase components for a nail bomb. Last week, she requested a firearm and subsequently provided $150 to undercover operatives on August 19 to buy a handgun, ammunition, and a magazine. When she met the informants in a car on Wednesday, they demonstrated an inert explosive device built using her purchased items. Federal agents arrested Bowie immediately as she left the vehicle carrying the weapon, ammunition, and the inert device.
Legal Charges and Security Response
Bowie appeared in federal court on Thursday, facing one count of attempting to provide material support to a designated foreign terrorist organization. First Assistant U.S. Attorney John A. Sarcone III for the Northern District of New York characterized the alleged plan as a direct strike against democratic institutions. No private attorney information was immediately listed, and the Federal Public Defenders office in Albany declined to comment on the case.
State leaders responded swiftly to the thwarted attack. New York Governor Kathy Hochul issued a statement thanking federal and state law enforcement agencies for intercepting the plot. Hochul noted that state officials had already reinforced security measures across government properties earlier in the year amid a national rise in threats against public officials. Authorities confirmed that the New York State Legislature has remained out of session since June, and law enforcement maintains that no immediate active threat faces the Capital Region.
