Polish President Vetoes Wind Energy Act, Proposes Separate Energy Price Freeze
Warsaw, Poland – President Karol Nawrocki vetoed a comprehensive “windmill act” on August 21st, effectively blocking provisions that would have altered minimum distances for wind farms from residential buildings and streamlined modernization processes. The veto also halts the immediate implementation of planned electricity price freezes.
The original act sought to reduce the required distance between wind turbines and homes from 700 to 500 meters, and to ease regulations for upgrading existing wind farms. Critically, it also included measures to extend the current freeze on electricity prices through the end of the year.
Though, President Nawrocki has submitted his own legislative proposal focused solely on maintaining the energy price freeze. According to a statement released by the President’s Chancellery, the new bill aims to provide support specifically to household energy consumers. the proposed regulations are estimated to cost taxpayers 300 million this year and 590 million in 2026.Government Response & Renewable Energy Plans
Climate and Environment Minister Paulina Hennig-Kloska criticized the President’s move, stating on TVN24 that the proposed bill is “useless for us at the moment.” She explained that parliamentary procedures require a 30-day public consultation period, meaning the bill couldn’t be considered by the Sejm (Polish Parliament) until late September – a timeframe to late to address urgent energy concerns. ”Mr. President was bending himself,” Hennig-Kloska added.
The Minister also announced that work is underway on broader legislation to replace the stalled “Multi-Medical Act” and to promote renewable energy growth. She aims to bring the Act on the Development of Renewable Energy Sources back to the Sejm in September, emphasizing its importance to the Polish economy. The Ministry of Energy is concurrently developing a separate project to address current electricity prices.
Focus on Household Support
The justification for President Nawrocki’s bill highlights the “obvious positive effects” of strengthening energy security and mitigating energy poverty. It specifically directs support to energy recipients in households, omitting provisions for broader industry relief.
