Münster city council is scheduled to vote on March 25, 2026, on a plan to transform the historic Officers’ Casino in the York-Quartier into a community hub for the Gremmendorf district. If approved, renovation of the building, which dates back to the 1930s and is a protected landmark, could start later this year.
The project, initially given preliminary approval by the council in October 2024, aims to create a space for local engagement, democratic participation, and community activities. City officials anticipate completing the renovation by the fourth quarter of 2028, a timeline encompassing approximately two years of construction.
The planned renovation will modernize the approximately 1,500 square meter building while preserving its historical character. The city’s real estate management office, and NRW.URBAN, a state-owned development company, are jointly responsible for the project’s implementation. Architectural design is being handled by Bastian Architekten of Münster.
Plans for the renovated space include community areas, rooms for local associations, and potentially a public library. The surrounding grounds will also be redesigned, incorporating the existing historical trees. A “place of encounter” will be created at the entrance, alongside a “casino garden” intended as a publicly accessible park that prioritizes biodiversity and climate protection. Initial function on the exterior landscaping has already begun, including areas adjacent to the new elementary school in the York-Quartier.
The total cost of the project is estimated at up to €9.68 million, with some city documents citing a figure of €9.8 million. A significant portion of the funding, €5 million, comes from the federal government’s “National Projects of Urban Development” program. Germany pledged this funding in 2024, with the official grant certificate presented in Berlin in November of the same year. This program supports model projects nationwide with significant urban development implications.
The Officers’ Casino renovation is part of a larger redevelopment initiative transforming the former York Barracks, a site previously used by British armed forces, into a new residential neighborhood. The York-Quartier is ultimately intended to house around 6,000 residents. Upon completion, the community center will be managed by a local association, with the goal of fostering volunteerism and providing a permanent space for civic initiatives.
The Landmarken AG is also developing a commercial and residential complex, “Neue Mitte York,” within the York-Quartier, with construction slated to begin in the second quarter of 2026. This project will include retail space for Edeka and Lidl supermarkets, a drugstore, restaurants, and residential units, as well as a 200-space underground parking garage and bicycle parking. The Wohn + Stadtbau GmbH is constructing 753 apartments within the York-Quartier, including subsidized housing, private rentals, and owner-occupied units, alongside two daycare centers and a community center.
