Minister Babalanda Assesses PDM Progress in Buyende to Boost Wealth Creation
Minister for the Presidency and Member of Parliament for Budiope West Constituency, Hon. Babirye Milly Babalanda, conducted a Parish Development Model (PDM) assessment tour in Iringa West Parish, Nkondo Sub-County, Budiope West Constituency.
Strategic Oversight of PDM Implementation in Buyende
The Parish Development Model serves as the central pillar of the Ugandan government’s strategy to transition households from subsistence farming into the formal money economy. During her assessment in Nkondo Sub-County, Minister Babalanda emphasized the necessity of fiscal discipline, urging beneficiaries to prioritize sustainable investment over personal expenditures. She explicitly cautioned against the misuse of funds for non-productive social obligations.
The minister’s directive is part of a broader government push to improve accountability in the disbursement of PDM funds. This monitoring exercise, which the minister intends to expand across the entire Buyende District, focuses on verifying that the funds reach their intended recipients.
Addressing the Wealth Creation Gap
Minister Babalanda advocated for specific, high-yield backyard projects tailored to the demographic needs of the community. For Muslim and Seventh-day Adventist (SDA) households, she recommended poultry farming for egg production. For other community members, she suggested piggery as a viable alternative for generating quick financial returns.
Institutional Accountability and Technical Guidance
The minister commended the technical team in Buyende District, led by the Chief Administrative Officer (CAO), for their ongoing coordination. Nonetheless, she placed the burden of success on district officials, tasking them with providing consistent guidance, rigorous record-keeping, and improved market linkages for beneficiaries. The government’s current focus is twofold: the eradication of corruption and the aggressive pursuit of poverty alleviation.
Future Outlook and Local Governance
The assessment tour serves as a precursor to a wider performance review of the PDM across the district. As Uganda moves toward its goal of attaining upper middle-income status, the government has signaled that it will maintain a high level of scrutiny over its flagship poverty-reduction programs. Beyond the economic focus of the tour, the Minister also utilized the visit to engage with local leaders regarding her upcoming public thanksgiving ceremony, scheduled for 4th September at Iringa Township Primary School.
Whether the PDM succeeds in its mission to transition households out of subsistence depends on the intersection of government policy, local accountability, and the technical aptitude of the beneficiaries themselves.
