Microsoft Sovereign Cloud: Azure, 365 & Foundry Now Available Disconnected

Microsoft has expanded its Sovereign Cloud offerings with new capabilities designed to allow organizations to run critical infrastructure and artificial intelligence models even when completely disconnected from the cloud, the company announced Tuesday.

The expansion centers around three key updates: Azure Local disconnected operations, Microsoft 365 Local disconnected, and Foundry Local. These additions address a growing demand for digital sovereignty, where organizations require greater control over their data and operations due to tightening regulations and heightened security risks, particularly in sectors like government, finance, and healthcare.

Azure Local disconnected operations enables organizations to run mission-critical infrastructure with Azure governance and policy control without any cloud connectivity. This is intended to optimize continuity for environments requiring strict isolation, such as those handling classified information. Microsoft 365 Local disconnected extends this capability to core productivity workloads, allowing Exchange Server, SharePoint Server, and Skype for Business Server to operate fully within a customer’s sovereign operational boundary on Azure Local, even when offline.

Foundry Local introduces modern infrastructure and support for large AI models within these disconnected environments. Utilizing hardware from partners like NVIDIA, organizations can now run multimodal AI models locally, enabling powerful AI inferencing while maintaining strict data control.

According to Douglas Phillips, who leads global engineering for Microsoft’s specialized clouds, the availability of Azure Local disconnected operations is a “breakthrough” for organizations needing control over their data without sacrificing cloud capabilities. Gerard Hoffmann, CEO of Proximus Luxembourg, echoed this sentiment, stating the model offers “resilience, autonomy and trust” for markets where digital sovereignty is a strategic necessity.

Microsoft’s Sovereign Private Cloud unifies Azure Local, Microsoft 365 Local, and Foundry Local, providing a full-stack experience designed to remain resilient regardless of connectivity. The company emphasizes that this approach allows customers to choose the appropriate control posture for each workload, avoiding architectural fragmentation and operational risk.

The new offerings are available worldwide, with large models on Foundry Local accessible to qualified customers. Microsoft states it will provide comprehensive support for deployments, updates, and operational health of these systems.
