Mexico and South Korea have locked in a bilateral cooperation framework targeting artificial intelligence, aerospace, and defense as their primary sectors for growth. Following a series of meetings in Seoul held from August 23 to 25, officials confirmed a shift in strategy: the two nations are moving past mere knowledge exchange toward joint technological development and deep industrial integration.
A New Industrial Axis for AI and Aerospace
Formalizing a Roadmap for Emerging Tech
The agreement, finalized during a working visit by Roberto Velasco, Ministry of Foreign Affairs, creates a formal roadmap for emerging technology. According to the South Korean Ministry of Foreign Affairs, the partnership will prioritize the development of AI ecosystems, digital transformation, space industry, and defense sector capabilities. South Korean Foreign Minister Cho Hyun framed the partnership as a vital institutional framework to navigate global supply chain and energy uncertainties. The implementation will reach beyond government offices, as the Mexican delegation prepares to meet with executives from Samsung E&A and LG’s Global Strategy Center to hash out details on manufacturing and technology transfer.
Securing Energy and Trade Links
The diplomatic talks also addressed the core of the countries’ economic relationship. South Korea, now Mexico’s fifth-largest trading partner, is pushing for increased imports of Mexican crude oil. Seoul is seeking to diversify its energy supplies to buffer against ongoing instability in the Middle East. Minister Cho also leaned on the Mexican government to protect the interests of South Korean firms during the review of the United States-Mexico-Canada Agreement (USMCA). With over 2,000 South Korean companies already operating in Mexico—including automotive and electronics giants like Kia and Hyundai—the South Korean government has proposed a formal review of the existing bilateral investment protection agreement to cement its industrial footprint.
Multilateral Ties and Presidential Diplomacy
The Seoul meetings underscored a shared commitment to democratic principles and the rule of law. Both nations are aligning their interests across multilateral platforms, specifically the United Nations, the G20, and MIKTA—the consultative group linking South Korea, Mexico, Indonesia, Turkey, and Australia. Logistics are now underway for a state visit to Mexico by South Korean President Lee Jae-myung. The invitation, extended by Mexican President Sheinbaum during a telephone conversation in May, remains the focal point of ongoing discussions as both administrations finalize the timing and agenda for the summit.
