Mastercard Offers 50% Payout to Brazilian Acquirers Over Will Bank Collapse

Mastercard has proposed a settlement covering 50% of the funds demanded by Brazilian merchant acquirers impacted by the January collapse of Will Bank, a FinTech entity affiliated with the failed Banco Master. The offer includes multi-year fraud protection services as the network seeks to resolve outstanding liabilities tied to the insolvency.

The Fiscal Impasse Following the Will Bank Collapse

The January failure of Will Bank triggered a significant liquidity shortfall within the Brazilian payments ecosystem. According to reporting, Mastercard faced demands for approximately $950 million in outstanding payments to various network participants. While the company successfully settled roughly half of this liability, the remaining balance became the subject of a high-stakes dispute between the global network and local merchant acquirers.

The core of the disagreement rests on the timing of bill obligations relative to the insolvency proceedings. Mastercard contends that it should not be held responsible for charges due the month following the liquidation, citing the timing of the collapse and the transition period for new regulatory frameworks. Conversely, the acquirers maintain that the network is liable for the full amount.

Regulatory Pressure and the Shift in Liability

Brazil’s central bank has aggressively tightened oversight, introducing rules that mandate payment networks ensure the settlement of all transactions to receiving users. These measures were designed to insulate the market from the exact type of contagion seen during the Banco Master crisis. However, the application of these rules remains contested.

Mastercard has publicly maintained that it is working with liquidators and regulators to mitigate ecosystem impact. The company stated it is awaiting additional fund transfers from the liquidator to finalize subsequent settlements.
