Maine to Hold Public Hearing Over Prime Healthcare Ownership of Central Maine Healthcare

Maine to Hold Public Hearing Over Prime Healthcare Ownership of Central Maine Healthcare

October 23, 2026 Dr. Michael Lee – Health Editor Health

State health officials will hold a public hearing to review Prime Healthcare Foundation’s management of Central Maine Healthcare, following mounting concerns over staffing stability, physician contract terminations, and infection control issues at regional facilities, mainepublic.org reported.

  • The Maine Department of Health and Human Services announced a public hearing to evaluate Prime Healthcare Foundation’s compliance with state agreements governing Central Maine Healthcare.
  • Lawmakers and providers cite workforce attrition, the abrupt termination of an emergency physician group contract, and Medicare certification risks tied to infection control as primary drivers for the review.
  • State officials indicate the upcoming proceedings will inform future enforcement decisions regarding the health system’s Certificate of Need.

Public Hearing Requested Following Workforce Disruptions

State Representative Julie McCabe, a Democrat representing Lewiston, requested the public hearing in a letter to the Maine Department of Health and Human Services. McCabe pointed to significant operational turbulence at Central Maine Healthcare since the Prime Healthcare Foundation acquired the nonprofit health system earlier this year. Concerns highlighted in the request include high staff turnover, the suspension or firing of 20 nurses participating in unionization efforts, and sterilization equipment challenges.

The health system also faces potential termination from the federal Medicare program due to unresolved infection control deficiencies at Central Maine Medical Center in Lewiston. Lindsay Hammes, a spokesperson for Maine DHHS, confirmed that the department takes its subsequent review of the Certificate of Need seriously and agreed that a public hearing serves as an appropriate mechanism to evaluate the system’s adherence to state conditions.

Central Maine Healthcare Terminates Emergency Staffing Contract

Operational changes at Central Maine Healthcare extended to emergency services across the network’s flagship hospital in Lewiston alongside facilities in Bridgton and Rumford, pressherald.com reported. Last month, Central Maine Healthcare notified BlueWater Health that it was terminating early a three-year contract to staff emergency departments across the three hospitals, with the cutoff set for January 12.

Dr. Jay Mullen, CEO of BlueWater Health, stated that when his Brunswick-based physician group signed the contract in early 2025, the emergency departments were short 17 physicians and reliant on temporary locum tenens providers. BlueWater Health subsequently filled those vacancies and recruited 18 additional physicians, nurses, and physician assistants to the health system. With the contract termination, roughly 80% of the 35 staffing providers will depart when the agreement ends in January, with many relocating out of state or taking roles with other regional health providers.

State officials acknowledged that the Lewiston facility missed a recent compliance milestone intended to track progress toward re-establishing its trauma center status. That designation lapsed before Prime Healthcare assumed control, leaving only two active centers in Maine equipped for round-the-clock emergency surgery.

Public Hearing to Determine Regulatory Enforcement

The Maine Department of Health and Human Services will schedule the public hearing in the coming weeks to give patients, clinicians, and community members a formal platform to register their experiences, mainepublic.org reported. Representative McCabe emphasized that the proceedings will provide the state commissioner with critical data to evaluate the organization’s culpability and determine appropriate regulatory enforcement.
