LTA Unveils New Device to Detect Speed-Boosting Modifications to E-Bikes,PMDs
Singapore – The Land Transport Authority (LTA) is stepping up enforcement against illegally modified active mobility devices with the deployment of a new speed measurement gadget. Developed in partnership with Temasek Polytechnic, the device can identify e-bikes and Personal Mobility Devices (PMDs) exceeding the legal speed limits of 25 km/h, and also Personal Mobility Aids (PMAs) exceeding 10 km/h.
Last month, LTA impounded 91 illegally modified devices, with 18 detections made using the new technology. This comes as the authority recorded 246 active mobility offences in November, including the possession and use of non-compliant devices. LTA shared details of the new gadget in a Facebook post on Thursday (Dec 4).
The increased enforcement follows a concerning trend in off-road accidents involving active mobility devices. In the first half of 2025, there were 44 such accidents, compared to 104 for the entirety of 2024, according to LTA data provided to AsiaOne.
Under the Active Mobility Act, individuals found modifying their own or another person’s active mobility device face a fine of up to $20,000 and/or imprisonment for up to two years. repeat offenders could be fined up to $40,000 and/or jailed for up to four years.
