Kazakhstan will hold elections for deputies of the Kurultai on August 23, 2026, with seven political parties intending to participate. The Central Election Commission (CEC) in Astana is currently reviewing the results of the nomination of candidates and verifying compliance with statutory quotas for women, young people, and persons with disabilities to ensure legislative representation.

The Mechanics of the 2026 Kurultai Nomination Process

According to the Central Election Commission (CEC), the nomination of candidates for deputies of the Kurultai concluded at 6:00 p.m. on July 13, 2026. The commission has since shifted its focus to the verification of candidate credentials, a process involving collaboration between the Prosecutor General’s Office, the Ministry of Finance, and the Ministry of Internal Affairs.

Nurlan Abdirov, Chairman of the CEC, confirmed that seven political parties have submitted the relevant documents. The party lists are diverse, ranging from the Public Association ‘Democratic Party of Kazakhstan Ak Zhol’ with 63 candidates to the Public Association ‘Political Party Adilet’, which submitted 186 names. Other participants include the Republican Public Association ‘Auyl Party’, the Public Association ‘Kazakhstan Green Party Baitaq’, the Public Association ‘People’s Party of Kazakhstan’, the Republican Public Association ‘Nationwide Social Democratic Party’, and the Public Association ‘Respublica Party’.

Legislative Quotas and Accessibility Mandates

A central feature of the 2026 election cycle is the enforcement of statutory quotas. The CEC requires that party lists take into account a statutory quota of at least 30 per cent for women, young people and persons with disabilities.

Beyond candidate demographics, the CEC is prioritizing physical accessibility. Lyazzat Suyindik, a member of the commission, emphasized the importance of fully equipping polling premises to ensure they are fully accessible to voters with disabilities.

The logistical coordination involves the Ministry of Labour and Social Protection of the Population, which is working alongside territorial election commissions to ensure that regional voting sites meet national standards.

While the electoral framework emphasizes modernization, questions persist regarding the fundamental transformation of Kazakh politics. The presence of international observers, coordinated by the Ministry of Foreign Affairs, underscores the significance the state places on international legitimacy during this transition.
