Japan-China Relations: Downgraded Ties & Diplomatic Shift in 2024 Report

Tokyo is set to downgrade its assessment of relations with China in its annual Diplomatic Bluebook, a move signaling a deepening rift between the two nations, according to a draft of the report reviewed by reporters. The Bluebook, expected to be approved by Prime Minister Sanae Takaichi’s government next month, will no longer describe China as “one of its most key” partners, instead characterizing it as an “important neighbor” with a relationship that is “strategic” and “mutually beneficial.”

The shift in tone reflects escalating tensions over the past year, including Beijing’s imposition of export controls on rare earths, reports of radar lock-ons targeting Japanese military aircraft, and continued pressure regarding Taiwan. These confrontations have entrenched a deterioration in ties that began in November, when Takaichi suggested Japan could consider military intervention if China were to attack Taiwan and that action threatened Japanese territory.

China responded swiftly to Takaichi’s comments, reimposing restrictions on Japanese seafood imports, advising its citizens against travel to Japan, and announcing curbs on the export of rare earths and critical minerals essential for electronic components. These measures, as reported by the BBC, were designed to exert economic pressure on Japan and demonstrate the consequences of diverging from Beijing’s stance on Taiwan.

Takaichi has defended her remarks, stating they align with a decade-traditional Japanese security law. However, a recent report by U.S. Intelligence agencies reportedly suggested she had significantly departed from the rhetoric of previous Japanese leaders – an assessment her government rejected. In a speech to parliament last month, Takaichi warned of increasing “coercion” from China and the growing security threats posed by Beijing alongside its regional partners, Russia and North Korea.

The escalating tensions come as Japan strengthens its security alliance with the United States. During a meeting at the White House last week, Takaichi, and U.S. President Donald Trump unveiled a joint action plan to develop alternative supply chains for critical minerals and rare earths, reducing reliance on China, as noted by The Japan Times. This initiative underscores a broader effort to counter China’s economic leverage and bolster regional security cooperation.

The roots of the current friction extend beyond recent events. As CNN reported in November, Beijing views Japan’s potential military posture in Asia with deep concern, particularly given Japan’s historical role in the region and its growing defense capabilities. China’s “century of humiliation” – a period marked by foreign intervention and occupation – remains a sensitive issue, and Japan’s stance on Taiwan is perceived as a potential challenge to China’s territorial claims.

Analysts suggest that both sides face challenges in de-escalating the situation. Takaichi’s strong showing in a recent snap election has provided her with political capital to maintain a firm stance against China, according to the BBC report. However, the long-term implications of the deteriorating relationship remain uncertain, and a resolution appears distant as Tokyo prepares to formally adopt the revised language in its upcoming Diplomatic Bluebook.
