Market expansion brings acute operational and financial hurdles for domestic infrastructure operators. NTT Data, owned by government-backed NTT Inc., intends to add roughly 750 megawatts of capacity by 2033. This push requires an estimated ¥1.5 trillion ($9.6 billion) outlay for construction and equipment installations, based on market calculations that place the cost of each megawatt of installed data center capacity in Japan at ¥2 billion to ¥2.5 billion, excluding Nvidia Corp. AI accelerators.
Yasuo Suzuki, who headed NTT Data’s data center operations in the Asia Pacific through July, noted that computational demand grows in tandem with the size of the economy, which ranks as the fourth largest globally. The firm now plans to add 42 megawatts of capacity this year and initiate construction on a 100 megawatt facility next year in Tochigi, a prefecture north of Tokyo. Global cloud providers, including Amazon Web Services and Microsoft Corp., drive more than 80% of the Japanese unit’s data center business revenue, fueling an environment where capacity is leased out almost as soon as it becomes available.
Corporate balance sheets face immediate strain from these capital expenditures. Shares of parent company NTT fell about 1% in Tokyo morning trading following market analysis of the spending plans. Yasuhiro Ono, chief executive officer of infrastructure investment firm Deepstone Partners, warned that a ¥1.5 trillion investment may weigh on the stock and put the firm at a disadvantage against global rivals possessing deeper pools of capital. Grid Constraints and the Realities of Power Infrastructure
Financial capital alone cannot clear the physical hurdles facing Japan’s technology sector. The country’s longstanding shortage of electrical grid capacity complicates efforts to connect power-hungry computing facilities quickly. NTT Data relies on partnerships with regional utilities such as Tokyo Electric Power Co. (Tepco).

Certain hubs, such as Inzai in Chiba prefecture just east of Tokyo, suffer from chronic transmission bottlenecks. In these restricted zones, securing necessary regulatory and grid approvals to satisfy electricity demands takes between eight and ten years. To secure the power necessary for aggressive expansion strategies, rival firm SoftBank Corp. is eyeing a direct investment in Tepco.
Despite broader global concerns regarding potential oversupply and questions over whether tech firms are building out excess computing capacity, regional demand in Japan remains resilient. NTT Data executives report receiving inquiries from enterprises seeking roughly 100 megawatts of capacity specifically for AI inferencing.
