Israeli Strike in Doha Raises Concerns, Undermines ceasefire Efforts
A recent Israeli strike in Doha, Qatar, on september 9th, targeting residential compounds believed to house members of Hamas‘ political bureau, has drawn international condemnation and raised fears of escalating tensions in the region. While Hamas leaders reportedly survived the attack, the organization stated it disrupted ongoing, US-mediated negotiations for a ceasefire and hostage release agreement aimed at ending the conflict in Gaza.
Speaking to the UN Security Council, Under-Secretary-General for Political and Peacebuilding Affairs Rosemary DiCarlo emphasized the importance of respecting the sovereignty of all nations, specifically highlighting Qatar as “a valued partner in advancing peacemaking and conflict resolution.” She urged all parties to exercise restraint and prioritize the preservation of negotiation and mediation channels to alleviate suffering in Gaza and prevent wider regional instability.
israel acknowledged duty for the strike, characterizing it as an “independent operation” in response to a deadly attack on civilians in Jerusalem on September 8th, claimed by Hamas. The action has been condemned by Qatar, the Gulf Cooperation Council, the League of Arab States, and the Organization of Islamic Cooperation, with concerns voiced regarding potential further escalation.
DiCarlo stressed the detrimental impact of the strike,occurring “at the height of ongoing consultations,” stating that actions undermining mediation and dialog erode confidence in conflict resolution mechanisms. She underscored that lasting solutions in the Middle East cannot be achieved through continued violence and called for a renewed commitment to diplomacy. “I call on all stakeholders to exercise utmost restraint at this sensitive time and recommit to diplomacy. The urgency of a ceasefire and hostage release deal in Gaza has never been greater. Strike a deal.Free the hostages. End the suffering of the people of Gaza,” she stated.
The situation in Gaza and the occupied West Bank remains critically dire. Since the outbreak of conflict in October 2023,following attacks by Hamas and other Palestinian armed groups on southern Israel,tens of thousands have been killed – predominantly civilians – and infrastructure has been largely destroyed. A new offensive targeting Gaza City is currently underway.
Prior to a Security Council session on the matter, the Council issued a press statement condemning the strikes in Doha and expressing deep regret over civilian casualties. The statement reaffirmed support for Qatar’s sovereignty and acknowledged it’s crucial role in mediation efforts, alongside Egypt and the United States. the Council reiterated its highest priorities as securing the release of hostages - including those killed by Hamas – ending hostilities, and ensuring the protection of civilians in Gaza, while urging all parties to capitalize on existing diplomatic opportunities for peace.
