INE Digital Transformation Strategy & Online Voting – November 27, 2025

INE Explores Online Voting⁣ for National Elections

The general Council of ⁤the National Electoral Institute (INE) convened⁤ an extraordinary ⁣session on November 27, ⁤2025, to discuss several key issues,⁤ including ‍the feasibility of allowing citizens ​within ​Mexico to vote online ‍in⁢ future elections. This consideration follows‍ the model currently used by Mexicans ‍residing abroad.

During the session, counselors ‌reviewed progress ‌on the INE’s Digital⁢ Change‍ Strategy, with⁤ a focus on initiatives‌ designed to directly benefit citizens.‌ This⁤ included updates on a new Appointment System Model intended⁤ to streamline the process of obtaining ​voter credentials ⁤by improving appointment ‍availability for citizens and‍ allowing the ​INE to ‍better monitor and ​reduce processing⁣ times.

Counselor Martín Faz explained that any ⁢implementation of internet ‌voting would⁣ begin with pilot ‌exercises conducted ‌during early voting‌ periods.⁤

Beyond online voting,⁣ the Council also addressed advancements in ‌biometric identification methods. Counselor Carla ⁣Humphrey reported that INE data has contributed to over 50% of applications related⁤ to identifying⁢ individuals and locating ⁤missing persons, while assuring that collaboration with other institutions does not compromise ⁤the security‌ of​ the‍ Electoral Registry. She emphasized that ‌the⁢ primary goal⁤ of the Digital Transformation Strategy is to provide “a tangible benefit for ⁣citizens.”

The session also included the resolution of administrative and complaint ‌procedures related to oversight of the Extraordinary Electoral Process​ for the election of ​positions ‍within the Judiciary‌ of the ⁢Federation (PJF) in 2025, ​and also compliance with rulings⁢ from the Superior‍ and‌ Regional Chambers of the Electoral‍ Tribunal of the Federal ⁣Judiciary (TEPJF) in ⁤Mexico City,‍ Guadalajara, Monterrey, and Toluca.
