India’s Rare Earth Magnet Push: Challenges Amid China’s Export Dominance
India is importing nearly 85 to 90 percent of its rare-earth magnets from China, creating an urgent industrial and security challenge as New Delhi attempts to launch a domestic manufacturing ecosystem backed by a Rs 7,280-crore incentive scheme, according to Firstpost and Nikkei Asia.
The Upstream Raw Material Bottleneck
Financial incentives alone cannot instantly build a self-sustaining rare-earth magnet sector. According to industrial feedback provided to Firstpost by Nexon Geochem, the primary commercial hurdle involves securing long-term access to critical raw materials. Specifically, heavy rare earth elements like dysprosium and terbium remain difficult to source reliably, yet they are vital for manufacturing high-performance permanent magnets used in electric vehicles, wind turbines, and aerospace systems.
While the Indian government has advanced its financial roadmap through the Expenditure Finance Committee—proposing Rs 6,500 crore for capital support and Rs 800 crore for operational costs—upstream supply constraints threaten project momentum. Without steady feedstock, downstream producers face steep operational vulnerabilities.
China Tightens Equipment and Processing Controls
Compounding the raw material deficit, Beijing has escalated regulatory friction. As reported by Business Standard via The Economic Times, China’s Ministry of Commerce expanded export controls to include specialized processing machinery and materials, such as centrifugal extraction machines and intelligent impurity-removal equipment.

These devices are indispensable for processing ionic rare earth ores into the neodymium-iron-boron (NdFeB) magnets targeted by India’s proposed manufacturing scheme. Exporters now require special licenses and must declare dual-use applications. Because the core processing technology historically originates in China, sourcing equivalent machinery from alternative manufacturing hubs like Germany or Japan introduces significantly higher capital expenditures.
The Ministry of Heavy Industries has extended the tender deadline for rare earth magnet plant bids multiple times, according to Construction World. India imported roughly 54,000 metric tonnes of rare-earth magnets in fiscal year 2025 alone, underscoring the vast deficit that the domestic scheme intends to bridge.
Localization Strategy and Future Outlook
To mitigate foreign reliance, domestic operators are pursuing technological partnerships. Nexon Geochem has engaged in a collaboration with Russia’s Giredmet to accelerate capability-building, aiming to foster domestic R&D, engineer local talent, and establish indigenous intellectual property over time.

The seven-year policy framework targets an annual output of up to 6,000 tonnes of sintered magnets, designed to serve automotive, electronics, defense, and clean energy sectors.
