Indian Navy Captain Held in UK Over Russian Oil Sanctions

Ajay Pant, a 38-year-old merchant navy captain from Ramnagar in India’s Uttarakhand region, remains imprisoned in the United Kingdom without bail following a high-seas interception in the English Channel. British authorities charged Pant with sanctions offences related to the alleged transport of 98,000 tonnes of Russian oil aboard the tanker Smyrtos, setting a trial date for December 15.

The Interception of the Smyrtos and the Shadow Fleet Investigation

British commandos boarded the oil tanker Smyrtos on June 14, after fast-roping from a helicopter while the vessel navigated the English Channel. Then-Prime Minister Sir Keir Starmer characterized the military operation as a “blow to Russia”. According to court proceedings and maritime data cited by Agence France-Presse (AFP), the Smyrtos departed Russia’s Ust-Luga port on June 5, carrying approximately 98,000 tonnes of oil with a charted destination of Port Said in Egypt.

UK prosecutors maintain that the vessel operated as part of Russia’s shadow fleet—a network of vessels accused of helping Moscow bypass international sanctions enacted after the 2022 invasion of Ukraine. Prosecutors allege that Pant possessed awareness of the cargo and was responsible for its movement. However, the legal threshold for establishing personal liability under British sanctions laws remains a central battleground for the defense.

Defense Arguments and the Scapegoat Allegation

Pant denies all allegations of wrongdoing. His legal representation argues that he acted strictly as an employee of the vessel’s owner, executing routine duties and simply following orders. Public attention intensified after Pant’s wife, Ritu Pant, launched a public campaign demanding his release.

Speaking to AFP, Ritu Pant asserted that her husband had no control over the commercial arrangements or the true origin of the cargo. “My husband just became the scapegoat,” she stated, adding that he was caught at the wrong place at the wrong time with a sole responsibility to ensure the vessel reached its destination safely.

A striking detail of the ongoing legal battle is that Pant stands as the sole crew member facing criminal charges among the other 24 sailors aboard the Smyrtos. While immigration and transport authorities facilitated the return of most of the remaining crew members to their home countries, the captain remains incarcerated while the vessel sits anchored off England’s southern coast.

Implications for Global Seafarers and Sanctions Enforcement

Seafaring unions and industry observers are closely monitoring the proceedings to determine whether individual crew members can be held personally and criminally liable for corporate-level sanctions violations committed by vessel owners and charterers.
