Impact of Trump Administration Policies on Global Health Security and Pandemic Preparedness

August 17, 2026 Dr. Michael Lee – Health Editor Health

The Trump administration has initiated a comprehensive review of U.S. foreign assistance, implementing a ninety-day pause on all foreign assistance unless specifically waived by the Secretary of State.

  • Aid Pause: A ninety-day freeze is in effect for all foreign assistance unless specifically waived by the Secretary of State.
  • Health Risks: Approximately $224.6 million in health-specific funding for the Middle East is under scrutiny.
  • Agency Upheaval: The U.S. Agency for International Development (USAID) has seen most domestic and overseas staff placed on administrative leave.

Funding Cuts and the Pathogenesis of Regional Instability

In fiscal year 2022/23, the U.S. government disbursed approximately $5.6 billion to support health, welfare, and other aid programs in the Middle East and North Africa, according to the Washington Institute. Of that total, $224.6 million was dedicated specifically to health.

The Washington Institute reports that Secretary of State Marco Rubio has clarified that aid programs must make America “safer, stronger, and more prosperous”—or else. While Rubio issued a waiver on January 28 for “life-saving humanitarian assistance,” the lack of a precise clinical definition for this threshold leaves local health partners uncertain about which diagnostic or preventative services will remain funded.

“Cutting aid programs is not inherently wrong—but making those cuts before assessing their specific impact on regional allies and American lives could be disastrous for U.S. policy in the Middle East.” — Washington Institute

USAID Restructuring and the Gap in Pandemic Preparedness

The operational capacity of the U.S. Agency for International Development (USAID) has been affected. Following his appointment as acting administrator of the U.S. Agency for International Development on February 3, Marco Rubio placed most of its domestic and overseas staff on administrative leave, according to the Washington Institute.

While Jordan received $1.3 billion and Syria $900 million in total economic aid, the specific allocation for health across the region is a fraction of the total, yet it provides the foundational infrastructure for disease containment. The $270 million spent on supporting and managing assistance programs is reported by the Washington Institute as being particularly at risk of elimination.
