Guangzhou Accelerates Autonomous Vehicle Deployment with Robust Infrastructure and Policy Framework
Guangzhou is making important strides in the autonomous vehicle sector, leveraging advanced digital infrastructure and supportive policies to foster innovation and commercialization. The city is actively involved in pilot programs for bright connected vehicles (ICVs), with companies like Pony.ai,WeRide,and Ruqi Mobility conducting trials. weride has notably deployed over 50 autonomous sanitation vehicles, showcasing practical applications of the technology.
The region’s digital backbone is substantial, featuring 78,000 5G base stations as of March 2025.This network extends coverage to 602 kilometers of national highways and 490 kilometers of provincial roads, facilitating seamless interaction for ICVs. Guangzhou also boasts the nation’s highest personal 5G penetration rate at 105.94%,indicating widespread adoption and readiness for data-intensive applications.
A key initiative is the “vehicle-road-cloud” integration, currently being piloted across four key districts: Huangpu, Haizhu, Huadu, and Panyu. This integrated approach involves equipping over 10,400 vehicles with PC5 communication modules and BeiDou satellite positioning. The supporting roadside infrastructure is equally thorough, comprising 530 communication units, 897 sensors, and 419 edge computing stations. Furthermore,205 traffic lights have been upgraded for networked signal control,enhancing traffic management for autonomous systems. Advancement is underway for a centralized cloud-based control system and a real-time mapping platform.
To solidify its commitment, Guangzhou enacted the Innovative Development Ordinance for Intelligent Connected Vehicles in february 2025. This ordinance establishes a clear legal framework for road testing, presentation operations, and the phased deployment of autonomous vehicles. A local development plan, released this year, outlines specific timelines for infrastructure development, policy milestones, and commercial implementation, providing a roadmap for the city’s ICV ambitions.
guangzhou is also positioned as a central hub within China’s smart vehicle industry chain, with GAC Group playing a leading role. Since 2024, local authorities have backed more than 40 investment projects, including new facilities from major automotive players such as GAC Honda, Dongfeng Nissan, and xpeng Motors. This industrial support underscores the city’s strategic focus on the entire smart vehicle ecosystem.
Collaboration extends beyond city limits, with ongoing partnerships with Shenzhen, the Guangdong-Macao In-Depth Cooperation zone, and other jurisdictions. These agreements facilitate the mutual recognition of demonstration operations, allowing for broader testing and deployment. Guangzhou is also actively participating in national pilot programs overseen by the Ministry of Transport, including ride-hailing tests conducted in its central and southern districts.
