Constanța Port Gains Approval to Acquire Danube Logistics Operator

The Republic of Moldova has greenlit a significant acquisition, allowing Romania’s state-owned Constanța Maritime Ports Administration to purchase the operator of the vital Giurgiulești International Port. The deal, approved by the Council for Examining Investments Crucial for National Security, signifies a major step in regional port development.

Major Investment Planned for Giurgiulești

Constanța Port intends to inject over 24 million euros into modernizing the Giurgiulești facility. The investment strategy includes developing a new ramp terminal, establishing a dedicated container handling area, and upgrading existing railway infrastructure. Plans also encompass expanding storage capacity, digitizing port operations, and implementing energy efficiency measures.

EBRD Initiates Sale Process

The European Bank for Reconstruction and Development (EBRD), the current owner of Danube Logistics, launched a tender to find a new investor for the Giurgiulești International Port on April 14, 2025. The EBRD stated that this procurement process is being conducted in close collaboration with the Moldovan government.

Constanța Port submitted its formal offer to acquire ICS Danube Logistics, the company managing the Giurgiulești port, on April 24, 2025. This move positions the Romanian port operator to expand its influence and operational reach along the Danube River.

Strategic Importance of the Port

Giurgiulești serves as Moldova’s sole access to international shipping via the Danube and Black Sea, making it a critical hub for the country’s trade and economy. Its strategic location is vital for both national and regional supply chains. For context, in 2023, global maritime trade volumes reached an estimated 11.1 billion tonnes, highlighting the significance of efficient port operations worldwide (UNCTAD).
