The execution proceeded after Lucas made the rare decision to halt all remaining legal challenges. Following Governor Ron DeSantis signing a death warrant in late July 2026, Lucas instructed his attorneys to drop pending reviews before the Florida Supreme Court and the Supreme Court of the United States. Court documents cited by local media indicate that the inmate told a circuit judge he wanted no further delays. “I’ve been on death row for 50 years and I have no desire to keep this going,” Lucas stated during court proceedings. “The sooner it’s over, the better. A circuit judge accepted the waiver in August 2026, clearing the path for the lethal injection at 6:00 p.m. Eastern Time. This resolution averted the typical wave of eleventh-hour stays and motions that characterize capital punishment cases in the United States. Lucas stood among the longest-serving death row inmates in Florida history.
The 1976 Attack in Bonita Springs
The case originated on August 14, 1976, in Bonita Springs, south of Fort Myers. Lucas had known the victim, Anthia Jill Piper, for years and previously worked for her family. Court transcripts show that days prior to the shooting, authorities arrested Lucas for trespassing at Piper’s residence, following which he uttered explicit threats against her life.
Seeking protection, Piper asked two acquaintances, Terri Rice and Richard Byrd Jr., to stay with her. Lucas arrived armed with a rifle, breached the home, opened fire on Piper, and shot and wounded Rice and Byrd. Law enforcement detained Lucas the following day. A trial jury convicted him in January 1977, issuing a unanimous recommendation for capital punishment.
The judicial path proved exceptionally protracted. While the underlying murder conviction remained intact, successive state Supreme Court rulings regarding sentencing guidelines forced courts to resentence Lucas multiple times. Across a 13-year span from 1977 to 1990, judges handed down five separate death sentences before the final penalty solidified.
Legal Precedent and Clemency Appeals
The Florida Conference of Catholic Bishops petitioned Governor DeSantis to commute the sentence to life imprisonment without parole. Michael Sheedy, executive director of the organization, acknowledged the brutality of the crime but argued that a life term would adequately shield society without resorting to capital punishment. Governor DeSantis did not grant clemency prior to the execution.
State execution figures for 2026 reflect an active capital punishment docket. Florida carried out 19 executions in 2025, marking an annual high since capital punishment was reinstated in 1976. Following the death of Lucas, state authorities scheduled two additional executions for September 2026: Daniel Owen Conahan Jr. on September 10 and Curtis Wilkie Beasley on September 29.
