ENSAAC Project: Strengthening Civil Society in Northern Syria – Call for Submissions

The Expertise France-implemented ENSAAC project, funded by DG NEAR and the French Ministry for Europe and Foreign Affairs, is dedicated to bolstering the capacity of Civil Society Actors (NSAs) in Northern Syria to effectively contribute to local decision-making and policy shaping. With a budget of €260,000, the project operates as part of the larger “Strengthening Civic Space in Northern Syria” initiative.ENSAAC focuses on two key outputs: strengthening NSAs’ ability to engage in sectorial policy dialogue, and establishing dialogue and coordination mechanisms – including sector-based initiatives – to foster collaboration. This is achieved through capacity building for NSAs and a grant initiative supporting 26 individual NSAs and 7 joint initiatives (cross-regional and/or cross-sectorial).

The project supports a diverse range of organizations working on themes such as women’s empowerment, public health, climate resilience, and civic engagement, aiming for inclusive local development. Currently, 15 NSAs are based in North-East Syria (NES) – specifically in Qamishli, Hasaka, Raqqa, Tabqa, and Amouda – while 11 operate in North-West Syria (NWS), concentrated in Idleb and Azaz. Some organizations, like the Environment Protection Agency (EPA) and the Syrian Women Journalist Network, work across both regions, promoting cross-regional cooperation.Call for Submissions – Final Evaluation

Expertise France is currently accepting submissions for the final evaluation of the ENSAAC project.

Submission Submission: Applications and supporting documents must be submitted to erbil.office@expertisefrance.fr by September 27th, 2025, at 11:59 PM (Baghdad time). Use the subject line: ENSAAC Final Evaluation.* File Size Limit: The email server has a maximum file size capacity of 9 MB. Applications exceeding this limit should be compressed into a ZIP file or submitted via an accessible online platform.
