FCC Proposes E-Rate Cuts, Sparking Fears Over School and Library Internet Access

The Federal Communications Commission proposed scaling back or eliminating the E-Rate program, a $2 billion-a-year initiative that subsidizes internet access for schools and libraries, according to arstechnica.com. The move, backed by a 2-1 vote, has ignited debates over digital equity and educational infrastructure.

FCC’s Rationale: Screen Time Concerns and Shifting Connectivity

FCC Chairman Brendan Carr argued that E-Rate, established in 1997 to provide basic internet access, has “expanded exponentially” and now prioritizes “screen time” over educational needs. “Over the last decade, school districts across the country experimented with a massive increase in screen time for students,” Carr stated, citing data showing half of students use computers for four hours daily. The proposal seeks public input on whether the program should be “reoriented” or sunsetted, with a draft NPRM explicitly asking, “At what point should policymakers conclude that the program’s core objective has been achieved?”

The decision has drawn sharp criticism. FCC Commissioner Anna Gomez, the lone Democrat, urged the removal of language permitting E-Rate’s termination. Her office declined to comment further, per arstechnica.com.
