EU Pledges Billions to Boost Moldova Ties
Landmark summit addresses sovereignty amid Russian interference.
The European Union is deepening its relationship with Moldova, a candidate country, through a substantial financial commitment aimed at strengthening its economy and resilience against external pressures, especially with upcoming parliamentary elections.
Key Development
To bolster Moldova’s path to EU integration, the EU has committed up to €1.9 billion for 2025–2027 under the Moldova Growth Plan. This was revealed during a bilateral summit attended by European Commission President Ursula von der Leyen, European Council President António Costa, and Moldovan President Maia Sandu.
According to Ursula von der Leyen, “Nine months ago, we agreed on the growth plan for Moldova, and eight months ago, the people of Moldova have enshrined their European future in Moldova’s constitution. What a testament to Moldova’s and our unwavering commitment… Moldova is constantly proving in making progress in the accession process.”
This financial package is the largest provided to Moldova since its independence. As of 2023, the EU was Moldova’s primary trading partner, accounting for over 50% of its total trade volume (European Commission).
Support for Sovereignty
Amid Russia’s ongoing invasion of Ukraine, Von der Leyen and Costa affirmed the EU’s dedication to Moldova’s sovereignty. Discussions also covered strategies to enhance Moldova’s defenses against foreign meddling, misinformation, and manipulation during elections.
They also spoke out against Russian interference.
Sandu voiced optimism regarding Moldova’s EU aspirations, noting, “For the first time, we are being seen as a natural part of the European family. Through this summit, the European Union is sending a clear message: Moldova matters.”
