As France’s premier regional newspaper publisher, EBRA Group reaches a quarter of the country’s population through nine titles across Eastern and South Eastern France, selling 800,000 copies daily. Led by President Sophie Gourmelen since 2025, the organization is implementing a five-year strategic roadmap to rebalance its business model from print toward digital growth engines, backed by investments in talent, technology, and continuous editorial innovation.

Navigating the Paradox of Local Press

The operational landscape for regional media involves balancing immense public trust against declining print revenues and rising distribution costs. According to Sophie Gourmelen, speaking at the World News Media Congress in Marseille, society needs local journalism more urgently than ever, even as its economic foundation grows increasingly fragile. Print currently accounts for 88 percent of the group’s business, with the organization maintaining 500,000 total subscribers, 100,000 of whom are digital.

Despite structural pressures, regional publications retain distinct structural advantages over national counterparts. High public trust stems directly from the physical presence of journalists embedded within local communities. Gourmelen emphasizes that the future of regional media requires combining traditional strengths—trust, proximity, and rigorous journalism—with accelerated digital execution.

Pillars of the Five-Year Strategic Roadmap

EBRA Group’s multi-year transformation framework rests upon four foundational elements: a strong editorial vision, defined business objectives, a clear digital roadmap, and prioritized investments. The organization employs 3,100 people, including 1,300 journalists. While maximizing the long-term profitability of the 800,000 daily print copies, the publisher is actively building alternative growth engines.

Diversification efforts include investments in tech-focused digital media outlets through the Humanoid subsidiary, alongside expanding events businesses and strengthening commercial advertising agencies. Digital expansion targets younger demographics by overhauling social media and video strategies, alongside introducing long-form storytelling formats such as podcasts and newsletters.

Balancing Centralization and Local Autonomy

A central structural hurdle for multi-title media groups is determining which functions to centralize for efficiency and which to keep anchored in local markets. EBRA Group maintains strict local control over operations requiring direct community engagement, including regional newsrooms, advertiser relations, and local communications. This approach ensures that individual newspaper titles preserve their unique regional identities.

Conversely, the group centralizes operational support functions to accelerate its overall transformation. A centralized editorial team covers national and international news for all nine regional titles, backed by a shared technology and digital platform designed to streamline infrastructure costs.

Investing in People and Continuous Education

Transformation initiatives extend beyond technology infrastructure into human capital development. EBRA Group established its own training organization, named the EBRA Academy, to support the continuous development of its employees, offer journalism training, and run media literacy programs in schools.

Nearly 600 employees participate in academy programs annually, focusing on emerging digital competencies, leadership skills, and artificial intelligence integration. Gourmelen notes that the future of media is shaped by technology but determined by people, making talent acquisition, retention, and ongoing education core strategic priorities.
