The cancellation follows a separate directive issued by U.S. President Donald Trump to scale back the annual Ulchi Freedom Shield exercises, which ended last Friday. President Trump cited the financial costs of the exercises and Seoul’s refusal to participate in the Iran war as primary factors behind the reduction.

In statements posted to his Truth Social platform, President Trump described the traditional scale of the Ulchi Freedom Shield exercises as an inappropriate and hostile signal toward North Korea. During his first term, Trump engaged in high-profile diplomacy with North Korean leader Kim Jong Un, meeting him three times before negotiations broke down in Hanoi in 2019. Despite the recent U.S. scaling back of military drills, North Korea fired 10 short-range ballistic missiles last week and issued formal statements condemning them as rehearsals for an invasion.

Strategic Implications and Regional Defense Realities

President Lee says South Korea must brace for a worst-case scenario amid shifting U.S. defense commitments. While Seoul and Washington maintain that consultations regarding the future resumption of exercises remain ongoing, concrete timelines have not been established. Official estimates from Seoul place North Korea’s nuclear arsenal between 80 and 120 weapons, underscoring the high stakes for regional stability as allied deterrence postures evolve.
