Wilton CFO Resigns After Second Full-Time Job in Wyoming Revealed
WILTON, CT – Wilton’s Chief Financial Officer, Dawn Norton, has resigned from her position after it was discovered she simultaneously held the role of Town Administrator in Greybull, Wyoming, a town approximately 2,000 miles away. The revelation sparked controversy and prompted a swift response from Wilton town officials.
The situation came to light on Sunday night when Wilton’s HR director informed First Selectman Jeffrey Knickerbocker that Norton was listed as the Town Administrator for Greybull. Knickerbocker confirmed the dual employment with Norton on Monday morning. Following HR confirmation, Norton tendered her resignation to Wilton.
According to Knickerbocker and First Selectwoman Toni boucher, Norton did not disclose her appointment in Greybull. However, Norton maintains she did inform Boucher and the HR director on April 7, 2025, via a written notice stating she was “actively seeking employment elsewhere.”
Wilton policy permits occasional part-time external roles only in limited, emergency circumstances. Holding another full-time public office, officials state, would not have been approved had they been aware.The disclosure of Norton’s second job coincides with an ongoing Town Hall review initiated due to concerns within Wilton’s Finance Department. Recent auditor findings highlighted “material weakness,” chronic understaffing, unauthorized tax credits, and a challenging budget process. Town officials had initially attributed these issues to an overworked department, unaware of Norton’s additional commitment.
Norton, in statements to Good Morning Wilton and The Independent, attributed her decision to seek employment elsewhere to the pressures and lack of support within the Wilton Finance department. She detailed being burdened with tasks below her pay grade, such as accounts payable and invoice filing, and expressed frustration with the “negativity” surrounding the recent audit findings. she specifically stated she felt unsupported in hiring additional staff for her office.
Norton also clarified the reporting structure within wilton’s town government, stating the assessor and tax collector report directly to First Selectman Matt Mason, not the Finance Director. She attributed the “material weakness” identified in the audit to insufficient staffing within her department.Following Norton’s resignation, the Wilton Board of Selectmen immediately posted the CFO vacancy. The revised salary range for the position is $160,000 to $200,000, a decrease from Norton’s 2024 salary of $210,108. The role has been redefined to remove Board of Education responsibilities, and a search committee has been formed to appoint an interim CFO.
In Greybull, Wyoming, town council meeting minutes confirm Norton was officially appointed Town Administrator on May 12th. She has since actively participated in municipal meetings, presented financial reports, and signed official resolutions.
