BUMN Investment Holding: Indonesia’s SOE Strategy Revealed

State-Owned Enterprise Appointed as Investment Holding for Anagata Nusantara Power

Jakarta – The Investment Management Agency (BPI) of the Anagata Nusantara (and Antara) power sector has officially appointed a State-Owned Enterprise (SOE) to serve as its investment holding. This significant advancement was confirmed by Mukhamad Misbakhun, the Chairman of the House of Representatives Commission XI.

The establishment of this investment holding is a direct implementation of Law Number 1 of 2025 concerning SOEs. According to Article 3F of the law, the primary responsibilities of this investment holding will encompass the management of dividends and the empowerment of SOE assets, alongside any other duties designated by the Minister and/or the Agency.

“The SOE has already been appointed,” Misbakhun informed reporters at the Parliament Complex in Senayan, Jakarta, on Wednesday, July 23, 2025. While he declined to name the specific SOE, Misbakhun indicated that the chosen entity is already involved in investment activities and currently fulfills its role as an SOE holding.

Under the framework of the SOE Law, both BPI and Antara will operate under two distinct parent companies: one for investment holding and another for operational holding. Both of these parent entities will be sourced from existing SOEs.

Article 3A of the SOE Law clarifies the authority granted to the Minister as the shareholder of the Dwiwarna and Agency (and between) Series A shareholders. This authority extends to the shareholders of the Investment Holding and Operational Holding, acting as the Central Government’s representative in managing separated state assets.

Furthermore, Article 3AB defines an investment holding as a legal entity structured as a limited liability company. Its core functions include investment management, asset empowerment to enhance investment value, and the execution of other tasks assigned by the Minister or relevant inter-agency bodies.
