Bukwo RDC George Owanyi Recalled Over District Crisis Pending Investigations

The Office of the President recalled Bukwo Resident District Commissioner George Owanyi to its headquarters in Kampala on August 27, 2026, pending investigations into ongoing issues within the district. Secretary to the Office of the President Haji Kakande Yunus directed Owanyi to report for consultations, citing a situation that had spilled out of his control.

Immediate Recall Order Issued From Kampala

Issues in Bukwo District led to intervention from central government authorities in Kampala. According to a directive issued on August 27, 2026, by Secretary to the Office of the President Haji Kakande Yunus, George Owanyi must step down from his daily oversight duties immediately.

The official recall notice explicitly states that the situation in Bukwo District has spilled out of the administrator’s control. Government officials determined that prevailing circumstances demanded urgent attention and effective administrative handling.

Owanyi received instructions to report directly to headquarters on Friday, August 28, 2026. He faces further consultations and guidance from senior leadership.

Rewards and Sanctions Committee Review

Minister for the Presidency Hon. Babirye Milly Babalanda confirmed the administrative action against the Bukwo official. She stated that the recalled commissioner must appear before the Rewards and Sanctions Committee.

“The Office of the President has recalled the Resident District Commissioner for Bukwo District, Mr Owanyi George, to head office in the Rewards and Sanctions Committee, pending investigations,” Babalanda stated.

“I highly emphasize discipline and teamwork amongst all staff serving under the Office of the President,” Babalanda added.

Interim Leadership and District Continuity

Government operations in Bukwo District will continue under the supervision of the Deputy Resident District Commissioner. The Office of the President directed Owanyi to hand over the day-to-day responsibilities of the station to his deputy before departing for Kampala.

The deputy administrator will take charge until the central government issues further communication.

The ongoing investigations will establish the circumstances surrounding the developments in Bukwo. Officials have not yet announced a timeline for the final findings of the Rewards and Sanctions Committee.
