Billie Ray, Former Iowa First Lady, Dies – Governor Reynolds Statement

Des Moines, Iowa – Former First Lady of Iowa Billie Lee Ray died peacefully Wednesday at the age of 97, officials have confirmed. Governor Kim Reynolds issued a statement expressing sadness at the news of her passing.

“Kevin and I are saddened to learn of the passing of former First Lady Billie Ray,” Governor Reynolds said. “Billie set a remarkable example of grace, leadership and service to others. Her work supporting education and community organizations helped shape opportunities for countless Iowans.”

Billie Ray served as First Lady of Iowa during the tenure of her husband, former Governor Robert D. Ray, from 1969 to 1983. She was a dedicated advocate for education throughout her life, beginning her career as an elementary school teacher within the Des Moines Public School system.

Following Governor Ray’s departure from office in 1983, Billie Ray continued her commitment to public service. In 1997, she and the former Governor established The Robert D. And Billie Ray Center at Drake University. The center focuses on fostering leadership and civic engagement among young Iowans, with programs designed to develop character and ethical leadership skills from childhood through adulthood.

Drake University President Marty Martin described Mrs. Ray as “a dear friend, benefactor, alumna of Drake University, and former First Lady of Iowa.” He noted the significant impact she and the former Governor had on the university and its students over decades of support.

Governor Reynolds highlighted the lasting legacy Billie Ray leaves behind, stating, “Billie’s kindness and spirit will be remembered by all who knew her, and her impact on Iowa’s children, women, families, and communities will live on for generations to come.” Reynolds added that she and her husband, Kevin, are keeping the Ray family in their thoughts and prayers.

Robert D. Ray, the former Governor, passed away in 2018.
