Helsenorge & Pharmacy Systems Outage in Norway – Now Resolved

Disruptions to Norway’s healthcare IT infrastructure impacted access to prescriptions and medical records on Sunday, with issues reported across Helsenorge, the national health portal, and at pharmacies nationwide. The Norwegian Healthcare Services Directorate (Helsedirektoratet) confirmed a fault in the Reseptformidleren – the national electronic prescription database – as the source of the problems.

The Reseptformidleren is central to the e-prescription system, facilitating the secure transfer of prescription information from prescribers to pharmacies. According to the Helsedirektoratet, the system manages the entire chain of prescription handling, from initial request to dispensing and financial settlement. The disruption meant pharmacies were unable to access prescription details, hindering the dispensing of medication.

Helsenorge, the public health information website, likewise experienced difficulties, preventing citizens from renewing prescriptions online. The website offers a service allowing patients to request prescription renewals directly through the portal, provided their doctor participates. The outage affected the ability to utilize this service.

The issues were resolved later on Sunday, with the Helsedirektoratet reporting normal operation restored to both Helsenorge and pharmacies. The Directorate stated the fault lay within the Reseptformidleren and that corrective measures were implemented.

The Reseptformidleren is governed by specific regulations outlining the data it can contain and the reporting obligations of prescribers and pharmacy staff, as detailed in the regulations concerning the prescription and dispensing of medicines. The system is designed to ensure patients receive appropriate healthcare in a secure and efficient manner.

The incident highlights the critical reliance on digital infrastructure within the Norwegian healthcare system. The Reseptformidleren’s role extends beyond simple prescription management; it also feeds data into the national patient record (Kjernejournal) and supports medication reconciliation processes, where healthcare professionals work with patients to ensure an accurate list of current medications is maintained.
