Tiani in Algiers: Niger-Algeria Relations & Diplomatic Normalization

Niamey, Niger – President Abdourahamane Tiani of the Republic of Niger departed Niamey on Sunday, February 15, 2026, for a visit to Algiers, Algeria, according to a statement released by the Nigerien Presidency.

The visit, described as a working and friendship visit, aims to strengthen bilateral relations between Niger and Algeria. The Algerian President, Abdelmadjid Tebboune, extended the invitation to President Tiani, signaling a renewed effort to foster cooperation between the two nations. This trip follows a period of diplomatic tension, with both countries recently returning their ambassadors to their respective capitals on February 12, 2026, a move initiated by President Tebboune with an instruction for the “immediate” return of Algeria’s ambassador to Niamey.

Accompanying President Tiani is a high-level delegation including General Salifou Mody, Minister of State and Minister of National Defense; Colonel-Major Garba Hakimi, Minister of Public Health and Hygiene; and Colonel-Major Salissou Mahaman Salissou, Minister of Equipment and Infrastructure. The composition of the delegation indicates a focus on defense, health and infrastructure cooperation, according to sources within the Nigerien government.

The visit occurs within a complex regional context. Recent reports indicate a cooling of relations between Algeria and other Sahel nations, particularly those within the Alliance of Sahel States (AES). In April 2025, Algeria reported shooting down a Malian drone, an incident that strained relations with Mali and, by extension, Niger, both members of the AES. President Tiani’s decision to appear in civilian attire during the official visit is being interpreted as a deliberate gesture to emphasize diplomatic engagement and a commitment to civilian-led cooperation.

Algerian officials have emphasized the “high importance” placed on strengthening ties with Niger, viewing the visit as a step towards normalizing relations and initiating an ambitious reboot of the bilateral partnership. The scope of potential cooperation extends to multiple sectors, including energy and mines, as evidenced by the inclusion of relevant ministers in the Nigerien delegation. This is President Tiani’s second official trip outside of AES member states, following a visit to Togo in December 2023.

As of today, February 16, 2026, no joint statement has been released detailing specific agreements or outcomes anticipated from the discussions in Algiers. The visit is scheduled to last 48 hours.
